Housing for All Scheme in Jammu Kashmir to Start from Baramulla & Udhampur Towns

On Friday, first meeting organized for ‘Housing for All’ Urban Mission in Jammu and Kashmir. Chief Secretary of State Level Sanctioning cum monitoring Committee (SLSMC), B.R Sharma chaired the meeting for implanting the scheme in the state.

Financial Commissioner, Planning & Development, B. B. Vyas, Commissioner Secretary, Housing & Urban Development, Hirdesh Kumar and other officers were also joined the meeting.

In June 2015, Prime Minister Narendra Modi launched this scheme under Pradhan Mantri Awas Yojana (PMAY) with the target to recover the shortage of housing units in the country. The scheme has four major components including:

  • Situ slum redevelopment
  • Affordable housing in partnership
  • Credit linked subsidy scheme
  • Beneficiary led individual house construction or enhancement.

The stock of housing units in the state has not decided yet. To determining the demand of housing, a survey is on process in the state. However, a rough projections put the number at about 2 lakh dwelling units.

In the first phase of the scheme, 2 capital cities and 23 towns have been selected including. Jammu, R S Pura, Samba, Kathua, Basholi, Poonch, Rajouri Udhampur, Ramban, Kishtawar, Baderwah and Doda in Jammu region and Srinagar, Ganderbal, Budgam, Anantnag, Bijbehara, Shopian, Pulwama, Baramulla, Sopore, Handwara and Kupwara in Kashmir region. Besides Leh and Kargil towns of Ladakh region have also been included in the 1st phase.

For implementing the scheme, Jammu and Kashmir Housing Board has been designated as State Nodal Agency of ‘Housing for All’ Mission. The board cover all the area except Leh and Kargil where Municipal Committees have been designated for the same kind of work.

To initiate the implementation of ‘Housing for All’ Urban Mission in the State, the Committee selected Baramulla and Udhampur towns to begin with as the basic data was already available in the Slum Free City Plan of Action (SFCPoA) of these towns. DPRs of Baramulla and Udhampur town of Rs 830 lakhs and Rs 777 lakhs under the beneficiary led individual house construction/enhancement component were approved by the Committee.

According to the source, 362 beneficiaries in Baramulla and 321 in Udhampur are proposed to provide benefits of the scheme. All the beneficiaries belong to economically weaker sections and reside in both slum and non-slum areas falling within the limits of Municipal Councils of these towns.

According to the information, the committee gave its approval to the proposed Annual Capacity Building Plan 2016-17 of Rs 431.85 lakh. The approved proposal shall be submitted to the Union Ministry of Housing and Urban Poverty Alleviation.
