Orrisa Government to Build 16000 Houses under Mo Kudia Scheme in 2014-15

The State is all set to get a new batch of 16000 houses under the Mo Kudia scheme. The Panchayati Raj department of Orrisa Government is planning to construct over 16000 in the year 2014-15. According to the coverage by TOI, a letter has been written in this regard to the district collector by the Panchayati raj secretary Mr. DK Singh.

Under the new scheme, the Ganjam district has been allotted with the highest number of 1,100 houses which is being followed by Mayurbhanj district with 1,000 houses to be constructed here. However, Deogarh is the district which gets the lowest number of houses, only 139.

In his letter to the district governer, Mr. DK Singh has made it clear that “no deviation from the target communicated should be made under any circumstances”. He also said that the beneficiaries under the scheme should be identified by June 15 and registration, preparation of worksheet and issuing of work order will be completed by June 25.

The first payment installment for the construction of houses will be released between June 30 and July 30. According to the letter, “If a block fails to adhere to the deadline for no valid reason, the collector may issue work order in other deserving blocks,”.

The Mo Kudia scheme was first lauched by the Orrisa government to provide low cost houses to the 10 lakh rural poor, who were denied assistance under Indira Awaas Yojana (IAY) after the Centre insisted on listing BPL families in Odisha according to the 2002 list.

Under the scheme, preference is given to the poor women in distress, victims of domestic violence, destitute widows, people who are either physically (over 40%) or mentally challenged, women headed households, adult orphans of Government registered institutions, victims of leprosy and AIDS.

The Panchayati Raj department of the Orrisa Government takes care of rural development programs such as Wage-employment, self-employment, housing for poor, rural infrastructure development and marketing initiative through ORMAS. The department is also responsible for the eradication of poverty, uplifting the standard of living of rural people, spreading awareness among the society about healthy living, hygiene, sanitation and literacy.

Taking care of primary health, education, safe drinking water facilities, sanitation, street lighting and environment protection are also among the basic functions of Panchayati Raj department.

The government has also prepared fresh guidelines, effective from January, for implementing the scheme.
